Quran 9:10

لَا يَرْقُبُونَ فِى مُؤْمِنٍ إِلًّا وَلَا ذِمَّةً وَأُو۟لَٰٓئِكَ هُمُ ٱلْمُعْتَدُونَ

And they observe toward a believer neither pact nor honour. These are they who are transgressors.
