Quran 13:39
Surah Ar-Ra'd (The Thunder), ayah 39 of 43.
يَمْحُوا۟ ٱللَّهُ مَا يَشَآءُ وَيُثْبِتُ وَعِندَهُۥٓ أُمُّ ٱلْكِتَٰبِ
Allah effaceth what He will, and establisheth (what He will), and with Him is the source of ordinance.
